Rules for Inmate Mail

• All incoming and outgoing mail is subject to being opened and will be searched for signs of contraband or inappropriate materials. All legal mail will be opened in the presence of the inmate.
• Mail that is improperly addressed will be returned to the sender or the United States Postal Service.
• Photographs may be sent to inmates, but they can be no larger than 4 X 6 inches. Only photo prints sent directly from a provider such as Walgreens or Shutterfly will be accepted. 
• All mail must be written in blue or black ink ONLY.

Rules for Mailing Books to Inmates

Inmates may receive books from the following approved vendors:

• Barnes & Noble
• Better World Books

All books must be softbound and come from a reputable vendor. Used books may not be sent to inmates. Other rules for sending books and publications include the following: 

• All magazines and newspapers must be sent as a subscription.
• Inmates may hold up to five books per day. 
• Inmates are responsible for filling out a Request Form to mail friends or family their excess books.
• Free library sources are available to inmates.

The following are considered contraband and will NOT be accepted:

• Photos deemed inappropriate for any reason
• Tobacco products and any paraphernalia
• Cash, checks, money orders, or anything of value
• Gang-related materials
• Sexually explicit materials, whether fiction or non-fiction
• Tattoo materials or paraphernalia
• Materials that are written in codes
• Mail that contains threats, uncalled-for profanity, extortion, or obscenities
• Information on weapon fabrication
• Information on drug or alcohol fabrication
• Information that could be detrimental to the safety of the facility
• Information on planning overthrows of the government or escapes
• Office supplies of any type
• Gift items
• Hazardous materials
• Forwarded personal or business mail
• Mail on colored paper
• Mail between inmates or received from other couriers besides USPS

Do NOT send envelopes, greeting cards, or letters with the following:

• Glitter or confetti
• Glue
• Unknown stains
• Perfume or cologne

The Inmate Telephone System at Virginia Beach Correctional Center

The phone system at the Virginia Beach Correctional Center is available for inmates during the hours of 9:00 a.m. to 11:00 p.m. daily. Inmates have unlimited access to the telephone system during this time. 

To receive phone calls from inmates, you must first register for an account by visiting https://web.connectnetwork.com/. You will also need to fund the account, so the inmate will have money to make collect calls to you.

How to Visit an Inmate in the Virginia Beach Correctional Center

If you would like to visit an inmate, you can visit in person and through video visitations. Understanding the rules and regulations of each visitation opportunity is essential. 

Video Visitations 

If you would like to participate in video visitations with inmates, you will need to first register for an account at https://www.gettingout.com/. Video visitations can be conducted on any web-enabled device at a cost of $0.25 per minute.

On-Site Visitations

Inmates are allowed one 25-minute on-site visitation per week. Visits may be canceled by the Correctional Center staff at any time and for any reason, including inmate disciplinary action.

There are no in-person contact visitations at the Correctional Center. All visits take place via video terminals. The following rules apply to on-site video visitations. 

• Visitors must schedule a visit at least 24 hours in advance.
• Each inmate may have a total of up to three visitors, including children. At least one visitor must be an adult.
• Visitors may schedule an on-site visit up to seven days in advance.
• Visitors under the age of 18 must be accompanied by an adult and supervised at all times.
• Visitors must arrive 15 minutes prior to their visitation appointment and must present a valid government-issued photo ID.
• On-site visitations are allowed on Tuesdays and Thursdays from 9:00 to 11:00 a.m., 1:00 to 4:00 p.m., 7:00 to 8:00 p.m. and on Sundays from 12:30 to 2:00 p.m. and 7:00 to 9:00 p.m.

Dress Code for On-Site Visitations

• Visitors must remain fully clothed and wear shoes at all times.
• Do not wear clothing that is see-through, excessively tight, or revealing.
• Hems of skirts, dresses, and shorts should not exceed four inches above the knees.
• Do not wear halter tops, spaghetti straps, tube tops, or tank tops.
• Appropriate undergarments must be worn.
• Do not bring handbags, backpacks, diaper bags, cell phones, or electronics. Visitors may rent storage lockers to store their belongings during an on-site visit.
• All visitors are subject to being searched.
• All on-site video visits are monitored and recorded. 
• Emergency visits must be approved by the Watch Commander by calling 757-385-4915.
